Ministry of Defence Missile Purchase

My friend told me that he was approached by a MoD personnel to help facilitate a purchase of Air-to-Air missiles from Russia for the MiG29s and SU30 bought by MoD previously. The MoD personnel claimed that the previous batch of MiG29s and Su30s bought did not come with air-to-air missiles. I also heard that there is a bunch of MoD personnel at Moscow now doing the deal to purchase the missiles. AAM are required accessories to aircraft and how did they buy the planes originally without missiles. Without missiles, the planes are paper tigers against enemies. Even Singapore know about this.
