Pulau Pinang adalah negeri pertama yang mengamalkan sistem tender terbuka di dalam semua kontrak dan pembelian kerajaan melalui internet (e-tender).

Melalui pengalaman prinsip CAT (Cekap, Akauntabel dan Telus), Pulau Pinang adalah kerajaan negeri pertama yang menerima pujian daripada 'Transparency International' dengan lebihan Belanjawan RM88 juta pada 2008.

Semenjak kerajaan Pakatan Rakyat mengambil alih pemerintahan:

- Perbadanan Pembangunan Pulau Pinang (PDC) telah melaksanakan 23 tender terbuka yang mana 7 (30%) telah dimenangi oleh kontraktor bukan Melayu manakala baki 16 (70%) tender dimenangi oleh kontraktor Melayu;

- Perbadanan Bekalan Air Pulau Pinang (PBAPP) yang telah melaksanakan 66 tender terbuka memperlihatkan 22 tender (33%) dimenangi oleh kontraktor bukan Melayu dan 44(67%) dimenangi oleh kontraktor Melayu.

What i saw in Penang was the demo of melayu india umno who lost in many open tenders and the CAT does NOT favour them, a bunch of sore losers......now that the capable Malay contractors are getting the jobs, these contract beggars should selling goreng pisang by the roadside then to go to the streets to demo.

My heart really bleeds for the common folks that are constantly lied to and misled by UMNO/MCA?MIC?GERAKAN crooks. As a Chinese I have now regularly called MCA members bodoh cina for lying and cheating people. I just hope more Malays will rise up to overthrow this wicked BN government. Over in sabah, once one of the richest state, now her people are living in poverty because of the rape and pillaging by the BN state govt. sarawak natives have long been disadvantaged all because of the selfish few in the state BN government.

Everyone must do their part to raise the consciousness of the corruption and abuse of power wherever they are. Spread by word of mouth, emails and also distribute articles when they have been translated in the mother tongue of the rural and squatter folks, that come GE13 they have the power to kck this evil govt out.

They say that the ostrich's eyes are bigger than its brain......Now as for these MOOOlayus can we have them lined up and you will definitely see that their eyes are VERY VERY BIG FOR easy contracts but the brains are not to be seen.....for they do not sweat for it. (case in point )A soldier in the army works his ass in the jungle and faces dangers for the country for about 30 years and retires to about 600 pencen per month.(PENCEN) An UMOONO MOOOlayu baginda signs a contract and he gets USD500,000 without going to the jungle.(he uses the jungle to blow up a pregnant girl with c4)..signs another contract for supplying Maggie Mee to the army and makes RM 1million...sells jet engines and makes USD50,000.....Peeeity our soldiers...our wiras...they ate very expensive Maggie Mee and pencen with RM 600....and that is what UMOONO MOOlayus kepala lemboos are doing to the good Malays...
