Hi RPK, I am sure by now the news is out that 1bestarinet has been awarded to YTL Communications Sdn Bhd. Attached is the notification documents I pulled it from the Ministry of Education website at 1.00 pm today but, by 3.00 pm, it was removed from the MOE website. This whole tender process has been laden with non-protocol (non-compliance to the tender procedures) and is full of suspicion. There were also no proper tender clarifications/specifications, no POC, no negotiations, etc.

I am told that the evaluation of the 10 bids was done within a week. This evaluation was done at a leading hotel in KL and the results was out within a week that YTL was top. How is it possible to do a technical evaluation within a week of a project worth billions. Was the tender an eyewash?
A project like this nature normally would have reps from Mampu and EPU..but this time around no reps from these key agencies were on the technical committee. The MACC should go in and investigate.
Even the specifications is based on Frog a software company that YTL bought from UK. Please someone out there check this out...even the tender was called in a rush and the closing date was rushed and everything was rushed..why is it to fill the coffers of some for wahtever reasons ?
There are so many players out there Maxis, Celcom and Jaring who can do the job..one company cannot do it all...whats the big idea of giving it to one company and expect them to do miracles..cant a few companies be given zones ..there is a hidden agenda in this..Please investigate .MACC please go and investigate.

YTL have invested into this company (2 years ago)(well planned drama) for only one reason - to secure the VLE Virtual Learning Environment Technology from UK and participate in 1BestariNET Tender as one of the main crucial component of the 1BestariNET is the Learning Mgt System or better known as LMS.

Hence, in May this year, the Education Ministry called for a tender bid for the wiring up of all schools under the 1Bestarinet project and in the tender's posting it was clearly stipulated that the tender was open to all local companies with preference given to bumiputra tender bids registered with the Finance Ministry under some codes stipulated.
This tender bid which opened on May 5 saw over 80 companies collecting the tender documents. At its closing on May 31, it is said that only 19 companies submitted their bids. The six shortlisted are from the 19 that submitted bids.
Given its past experiences with Schoolnet, the ministry had spelt out certain conditions for 1Bestarinet. It wants the future network to be scalable to cater for growth and to evolve with technological evolution. It should have a VLM which will allow teachers and students, among others, to have a platform to write plans and share ideas. The Internet speed has to be constant and cannot be based on "best effort.'' For urban areas, the access speed is 2Mbps to 10Mbps, and for rural and remote schools 1Mbps to 4Mbps. All sorts of technologies can be used, be it fibre or wireless technologies including Vsat, wireless, WiFi, but the link to the school should be via fibre.
"The Education Ministry will also have an inbuilt checking mechanism to ensure that the vendor delivers as per specifications," said a source.

The Pahang government’s refusal to pay Seruan Gemilang Makmur Sdn Bhd for a sum of RM70 million is a reflection of the above.
I am sure the cronies will force the government to sign undertaking guarantees to financial institutions for re-payment of loans granted to the cronies. If such case, PR’s government can apply the same rule provided the undertakings are signed in Malaysia.
Of course one might argue that our credibility will be dampened. If think of it; the cronies procure the contracts through corrupted means and the financial institutions knowing very well that such contracts are awarded through improper procedures and yet they approve the loans, then I think we should not feel guilty of dishonoring the contracts and undertakings alike.

LGE might or might not close to YTL boss. The important question is did LGE ever award any contract to YTL? Was it done on open tender process? Any problem with the tender??
