KUALA LUMPUR, Sept 2 — Analysts and politicians have hit out at Tun Dr Mahathir Mohamad for wanting an indefinite continuation of pro-Bumiputera New Economic Policy (NEP)-style policies.
They claim that NEP-based policies needed to be replaced with a more “merit-based” policy, saying that a majority of Bumiputeras “have not benefited” from the NEP during Dr Mahathir’s tenure as prime minister.
“I disagree strongly with Tun Dr Mahathir. Under the NEP and during his time as prime minister, a majority of poor Malays have not benefited from the race-based policy. It only served to widen the gap between the poor and a rich elite. Look at the urban poor today where a majority are Bumiputeras as well as Indians,” said economist Dr Subramaniam Pillay.
Dr Mahathir predicted earlier this week that there would be an escalation in racial tension and division should NEP-style policies be removed, likening the situation to the Communist revolution in Europe.
He stressed that the time was not right to introduce any policy which would “disregard the disparities between races in the interest of equity and merit.”
In justifying his arguments, Dr Mahathir said that during his time as prime minister and under the implementation of the NEP, Malaysia had enjoyed stability and good economic growth.
Subramaniam did not agree with Dr Mahathir’s explanation.
“During Dr Mahathir’s time, many countries in Southeast Asia or even Asia did not practise an open economy. There were very few countries which were open to foreign direct investments (FDI). Malaysia was doing relatively well, yes because there was no stiff competition from other countries at the time,” said the Nottingham University lecturer.
Subramaniam told The Malaysian Insider that due to “rising economies” like India and China over the past decade, Malaysia was in urgent need of a policy which would allow the country to escape from the “middle-income” trap.
“In spite of Mahathir’s NEP policies, it had favoured the few rather than improved the economic situation of the poor.
“The country requires a policy where it encourages the acquisition of survival skills. We don’t have that right now. We cannot compete with other countries because we don’t have the skills,” said Subramaniam.
He, however, added that a “needs-based” form of affirmative action was still required to help the poor.
Historian and political analyst Tan Sri Dr Khoo Kay Kim questioned the reason for Dr Mahathir’s “claims of an impending revolution.”
Khoo was doubtful that NEP-like policies would ever be scrapped, until the Malays and Bumiputeras were themselves ready for a change.
“What Mahathir is talking about is impossible. Since when can we remove the NEP? Unless and until the Malays themselves are ready, we cannot do anything,” said Khoo.
UKM lecturer Professor Shamsul Amri said while Dr Mahathir had a right to express his views, the former prime minister was in no position to make any changes to the country’s current economic policies.
“Let Mahathir say whatever it is he has to say. I do not see why he cannot have that opinion. He can no longer do anything, he is no longer in power,” said Shamsul.
He blamed politicians from both sides of the political divide for not doing anything to amend or scrap NEP-based policies.
“If people do not think it is relevant, change it. The opposition as well as Barisan Nasional talk too much but do not take any action.
“If they do not want NEP-based policies, please do something about it in Parliament,” Shamsul told The Malaysian Insider.
The academic claimed that although the actual NEP policy was no longer being used, the “spirit” of the NEP still lived within Article 153 of the Federal Constitution.
“The NEP is dead, but the spirit of the NEP is represented within Article 153 of the Federal Constitution. The spirit of NEP will always be there if Article 153 is there. If you do not want it, change it. Do something about it in Parliament,” said Shamsul.
The NEP, put in place in 1971, officially ended in 1990, but many of its programmes are still being continued.

It has really helped create a new class of super-rich called UMNOputras and MCAputras. Please keep this licensing policy in place so that we can really move all the cash into these pockets and offshore bank accounts.
Lets keep the Malay rakyat's hands cupped open and bowing down to beg the super-rich UMNOputras for the measly RM500 bonus once a year. Maybe a kilo of meat during raya. Maybe the give them a RM800 job in the government. Yes, lets keep the Malay commoner begging for handouts. After all the Mamaks have been lording over the Malays since the Malacca sultanate. Why stop now?
Who cares about the social ills that affects the Malays. I mean, baby dumping, drug addiction, high divorce rates, crumbling homes and whatnot. And not forgetting the sniggers internationally about the capability of the Malay. You don't care about this do you Maharacist? No social programs, laws, corrective measures to correct these social ailments in your time, correct? No constant harping on the lost future of babies with no father's name on the birth certs was even sounded during your regime nor in this time of retirement, correct?
You only care about keeping the laws that ensure the movement of the money into your pocket, correct? Once a thief, always a thief.

The NEP only breed a disastrous lazy society. Everything they took for granted as the whole world's are owing them a living. There ain't any free lunch nowadays. Its up to the Malays whether they want to walk in sync with the pace or still crawling.
The economic pies are shrinking yearly but populations are growing rapidly. Will Ibrahim Ali and his barking magpies be a able to expand the shrinking economic pies with their Article 153 or Ketuanan Melayu.
When all the communities could work together, the harmony is entrancing.

When one says that Malaysia has chalked a growth rate of 6% p.a under his governance and therefore his performance is superb is sheer nonsense. A number by itself means nothing. It has to be compared with other countries. If other countries are growing at the rate of 10% then 6% pales in comparison with other countries and that rate is still below par simply because the standard for judgment is 10%. It is very easy to see that Malaysia and Singapore are on par when they first started but Singapore now has far out-ran Singapore in all respects. The same goes when compared with other Asian countries.
Yes, Mahathir has implemented many mega projects which attributed to this growth rate. Again, we cannot just look at the mega projects in isolation like the twin towers, putrajaya, etc. We must also look at the mega projects together with the wastage and the white elephants in totality. If we spend RM1 Billion to achieve a growth of 1% is nothing if we compare with another country which only needs to spend RM1 Million to achieve a growth rate of 1%.
For any one who is at the helm for 22 long years, surely the growth of the country will look tremendous and impressive. But is it really so?
Mahathir has a lot of negative points compared with his positives. He has laid a foundation of raced-based policies which will make the country non-competitive far into the future and destroy the competitiveness of all Malaysians. He has made Malaysia into a mediocre state where the standards of doctors, architects, universities, civil servants, lawyers, teachers, police force, judiciary, parliamentarians, English language, etc, etc have plummeted precariously ever since he came into power. Instead he bred a culture of corruption, cronyism, non-meritocracy, mediocrity and racism evidenced by the simmering fragility of race relations and brain-drain of the best and brightest out of the country.
I often wonder if there was no Mahathir how the country would progressed for the betterment of all Malaysians! Another person could do just as well if not far better if he is at the helm for 22 long years!

Mahathir, should you be reading this, of which I always believe you do, I wish to extend my sincere regret over the crude and vulgar remark I bring into play against you. However, frankly speaking, millions will agree with me in that you deserve them at most of the time.
