BANGI: The Malaysian Industrial Development Authority (Mida) office in Jalan Duta is buzzing with allegations of fraud over a RM5.5 million public relations contract awarded, without tender, to an advertising company. Alleging power abuse and acts of swindling, several officers claimed that Mida director-general Jalilah Baba was well aware of the goings-on in the organisation and was in fact involved in the case.

A report in Harakahdaily quoted several unnamed officers who alleged the fraudulent activities involved a company called Friends Advertising Sdn Bhd (FASB) which was appointed to handle Mida’s public relations activities in Malaysia and abroad.

According to a document dated June 17, 2009, Mida not only appointed FASB via direct negotiation, but it also offered the company other lucrative jobs, which were outside its scope of work.

Among the jobs given to FASB were publishing and printing Mida materials, preparing exhibition panels and promotional collaterals such as buntings, greeting cards and corporate brochures.

"All these were contracts awarded without open tenders. There is only one company now handling the entire job,” said an officer involved in the selection process.

“Changes have taken place here since Jalilah took over the technical and pricing committee. We’ve cancelled the tender process to enable her to directly appoint the company,” said another officer.

Citing an example, he said, Mida had appointed FASB for the “Rebranding of Mida & Malaysia” job (under its media plan 2010) for RM15,000 a month.

Going against procedures

The officer said according to a notice dated Dec 28, 2009, Jalilah had approved a FASB proposal worth RM5.5 million without a tender process.

"This is against government and Mida’s finance procedures. It is clearly stated in our guidelines for government procurements that the director-general's authority to approve projects without tender is limited to RM50,000.

“In this case, the director-general had approved RM5.5 million.  

"This has given FASB the upper hand. Riding on its special status, it has now doubled the cost price of the projects at its whims and fancies. For instance, FASB charges RM15,000 for designing an advertisement when the market price is between RM1,200 and RM2,500.

actually this DG is one of the worse MIDA has seen. She is not inclined to people who perform or makes performance 1st, she prefers who suck up to her. She plays a racist game which is great for people like her who have hidden agenda. so the good non muslims are being sidelined which has never been a MIDA culture more so under Rafidah. and even the good Malay is sidelined for her blued eye boy who is not able to perform. MIDA people are just observing thus not surprised that there has been a number of leaks about her abuses. well done the good folks of MIDA who go by the book.Time for change and MIDA to good old days. BTW ;ast year FDI kaput, she should be held responsible, fire her.

Corruption is also rampant in IRB. When IRB goes for an Investigation of a company, a whole lots of so called advisers, tax agents and middle men started calling the companies under investigation. Some allege that they can fix the investigation in matter of days with minimal costs but that involve making some lucrative under-table payments. There are many cases reported where particular ex-IRB officers colliding with some authorised and unauthorised tax agents go around and fix the cases by paying off the IRB officers. The IRB used to be very professional but they lost most of these professionalism in the last 3-5 years and most of the officers (especially those in audit and investigations) are on the take. Even worst some big professional accounting firms like EY, KPMG, PwC, Deloitte also do not speak out against this practice. Silently, IRB is getting into the mainstream government departments who are all on the take BIG TIME!.. Time to change this entire BN Government.

I do hope that the next ISO 9001 revision will include a clause to expressly say that corporations practices on procurements and hiring show consistency to non corrupt practices standards...and I mean world standards.

Afterall shoddy practices does not beget good quality.

I think there is enough of scandal revelation on Felda, MAS, Proton, Apco pay out, Khazanah holding buyout of Parkway hospital and now Mida! What the heck is going on under that idiot useless barang naik rule? Hearing more and more scandals each and every single day! Its time we change the government for goods! So tired and feedup with them people first, performance now ! It should be written as scandal dirst, then cover-up!
