If they catch and lock RPK up under ISA, this will backfire on Najib. Perak re-election is coming, and Najib will be preaching democracy. ISA, as applied to RPK is certainly nothing near democratic. Najib will appear like a moron.
They can't be so stupid to charge him in court right? More headlines, more evidence will surface, or should I say will BE SURFACED by insiders/ moles in BN.
Who knows, RPK could be having coffee now in KL.

But when RPK is outside the country there is nothing they can do. First of all, I don't think Najis wants to pursue RPK overseas. If say he as hauled to a British court in an extradiction hearing, all the details of the Altantuya would be exposed for the whole world to see.
And Najis' power and influence unfortunately do not touch judges and prosecutors outside of Bolehland. That's why they are dragging their feet in going after RPK.
