In 2007, six (6) police officers and two (2) underworld figures signed Statutory Declarations alleging that senior police officers right up to the IGP have links with the Chinese drugs, prostitution, illegal gambling and loan-shark syndicate based in Johor and which was expanding its operation throughout Malaysia. Another police officer made a police report alleging that his family was kidnapped by the ACA to force him to change his statement while the head of the CCD and his lawyer were arrested and charged for alleged criminal offenses as punishment for detaining underworld bosses under the Emergency Ordinance.

               Saya, Raja Kumar (K/P Polis No: D/104700) yang beralamat di Ibu Pejabat Kontinjen (IPK), JSJ, Johor dengan ini sesungguhnya dan seikhlasnya berikrar dan menyatakan seperti berikut:-

1.    Saya bekerja sebagai seorang anggota polis berpangkat Detektif Sarjan di Bahagian D7, IPK, Johor (JSJ). Sebagai anggota JSJ, saya menerima arahan dari pegawai atasan di JSJ. Saya membuat Akuan ini demi menjaga keselamatan peribadi dan integriti saya sebagai seorang pegawai polis berhubung tugasan dan siasatan yang saya lakukan dan arahan yang saya terima.

2.    Pada 16/06/2005 jam 1430, semasa saya berada di pejabat JSJ IPD JB(U) dimana Si Ng Swee Min bertanya kepada saya, adakah saya mahu masuk ke IPK cawangan D7. Saya memberitahu bahawa saya tidak minat dan tidak mempunyai pengalaman di dalam cawangan D7. Semasa itu beliau memberitahu, kalau kamu masih didalam cawangan D9 hanya boleh dapat surat penghargaan sahaja, naik naik pengkat pun susah dapat.

3.    Setelah mendengar jawapan tersebut, saya hanya mendiamkan diri sahaja. Setelah lebih kurang satu (1) jam kami berdua berbual-bual, Si Ng Swee Min terima panggilan daripada kawannya. Selepas panggilan tersebut, beliau mengajak saya keluar makan. Jam lebih kurang 1500, saya bersama beliau keluar daripada IPD JB(U). Sampai di tepi jalan hadapan balai datang sebuah kereta berhenti. Si Ng Swee Min menyuruh saya naik kedalam kereta tersebut, dimana beliau duduk dibahagian hadapan bersama pemandu kereta tersebut iaitu seorang lelaki Cina, rupa bentuk pendek dan kepala botak, pakaian kemas.

4.    Pada jam lebih kurang 1520 kami bertiga sampai disebuah restoran Sea Food, kawasan Taman Seleseh Jaya, Skudai. Lelaki Cina tersebut order makanan. Lelaki Cina tersebut bersalam dengan saya dan Si Ng Swee Min kenalkan saya kepada lelaki Cina tersebut. Setelah makan sampai kami bertiga pun makan. Si Ng Swee Min berbual-bual dalam bahasa Cina dan saya hanya mendiamkan diri sahaja. Setalah kami bertiga habis makan lelaki Cina tersebut membayar bill makanan tersebut. Pada jam lebih kurang 1620, lelaki Cina tersebut menghantar saya bersama Si Ng Swee Min balik ke Balai Polis Skudai. Selepas itu, saya pun balik ke rumah dan Si Ng Swee Min pun beredar daripada Balai.

5.    Pada 16/06/2005 jam 2300, semasa saya berada di Pejabat JSJ IPD JB(U) saya terima panggilan telefon daripada seorang lelaki Cina daripada Muar, No Tel: 012 - 6170595, nama panggilan lelaki Cina tersebut adalah Botak Seng (seorang ejen empat nomber haram yang tinggal dikawasan Kersang Muar).  Di dalam perbualan telefon tersebut, Botak Seng bertanya kepada saya “Kawan petang lu keluar makan sama siapa, lu tahukah?”. Saya memberitahu yang saya tidak tahu, Botak Seng kata “Itulah boss Tengku Tangkak“. Kami kemudain berbual-bual selama lebih kurang 10 minit dan saya pun memberitahu Botak Seng bahawa saya ada kerja dan kami pun tamatkan perbualan.

6.    Pada 22/06/2005 jam lebih kurang 1400, semasa saya bersama Si Ng Swee Min berada di pejabat JSJ IP JB(U) beliau bertanya kepada saya adakah saya mahu tukar ke IPK JSJ cawangan D7. Saya kata saya tidak minat kerja di cawangan D7. Beliau memberitahu saya bahawa beliau akan mengajar saya cara-cara penugasan di cawangan D7. Beliau juga kata boleh mengaturkan saya cepat dapat pakai pangkat sarjan dan boleh mengaturkan saya mahu pindah mana-mana tempat yang saya mahu nanti. Beliau juga memberitau beliau mempunyai pengalaman di cawangan tersebut selama 20 tahun.

7.    Beliau juga memberitahu bahawa walaupun saya pernah bertugas di cawangan JSJ di daerah B/Pahat dan Muar, selagi saya di cawangan JSJ, IPD JB(U) saya tidak ada peluang buat tangkapan di daerah-daerah tersebut. Setelah saya mendengar perbualan tersebut saya mendiamkan diri sahaja. Lebih kurang jam 1400. Si Ng Swee Min mengajak saya makan, saya pun setuju.

8.    Semasa saya bersama beliau keluar daripada Balai Skudai, sebuah kereta sudah menunggu diluar IPD JB(U). Apabila sampai di situ lelaki nama panggilan TENGKU sudah berada di dalam kereta tersebut. Saya tidak cam nombor kereta tersebut, yang berwarna hitam jenis Mercerdes iaitu kereta yang sama di gunakan oleh TENGKU tempoh hari semasa kami keluar makan.

9.    Apabila sampai di restoran yang sama, TENGKU bertanya kepada saya “Kerja ada baik kah?”, saya kata biasa lah CID punya kerja. Semasa itu Si Ng Swee Min mendiamkan diri sahaja. Setelah makan, TENGKU menghantar kami berdua balik ke IPD JB(U).  Sampai di situ saya balik kerumah dan Si Ng Swee Min memberitahu beliau juga balik kerumahnya.

10.    Pada bulan tersebut, tetapi tidak ingat tarikh, saya dapati pada hari Sabtu dan Ahad Si Ng Swee Min selalu jarang-jarang ke Pejabat. Saya pernah bertanya kepadanya kenapa selalu tidak datang ke Pejabat pada hari Sabtu dan Ahad. Beliau memberitahu bahawa beliau ada mesyuarat di Kuala Lumpur dan mengarahkan saya supaya jangan beritahu pada sesiapa. Saya pun kata ok.

11.    Pada 26/06/2005 jam 1400, semasa saya berada di Pejabat JSJ IPD JB(U) saya bersama-sama beberapa anggota Detektif dan pengawai terima semboyan arahan di kehendaki lapor ke cawangan JSJ D7 IPK Johor.  Apabila terima berita tersebut, saya berhubung dengan Si Ng Swee Min dan tanyakan macam mana ini boleh berlaku. Beliau memberitahu ikut sahaja arahan DIG seperti dalam semboyan tersebut. Saya merayu kepadanya supaya gantikanlah dengan orang lain tetapi beliau memberitahu ini adalah arahan DIG.

12.    Pada hari yang sama, saya berjumpa dengan KBSJD DSP Ahmad Zamri dan memberitahu bahawa saya tidak mahu pergi, tetapi diberitahu ikut sajalah kerana ini adalah arahan DIG.  Pada malam tersebut saya juga menelefon Si Ng Swee Min dan bertanyakan macam mana perkara ini boleh terjadi. Beliau memberitahu bahawa beliaulah mengaturkan perkara tersebut. Beliau juga memberitahu pada dalam bulan tersebut beliau sering pergi ke Kuala Lumpur hari Sabtu dan Ahad kerana inilah yang beliau bincangkan dengan pihak atasan. Setelah saya mendengar berita tersebut saya mematuhi dan tidak memberitahu kepada sesiapa pun.

13.    Pada 01/07/2005 jam 1100, saya mohon cuti 7 hari daripada KBSD dan tidak mahu lapor diri di cawangan D7. Setelah tamat cuti KBSJD menyuruh saya lapor ke IPK D7 dan memberitahu ini adalah arahan DIG. Apabila saya mendengar arahan tersebut, saya memberitahu kepada KBSD bahawa saya akan lapor diri pada 16/07/2005.

14.    Sebelum tarikh saya lapor diri di IPK Johor, jam lebih kurang 2200 saya terima panggilan telefon daripada DSP Mohd Hedzir menyuruh saya datang ke sebuah restoran kawasan Taman Tasek Johor Bahru. Apabila, sampai disitu saya dapati DSP Mohd Hedzir, Si Ng Swee Min dan semua anggota yang sudah lapor diri pada 01/07/2005 berada direstoran tersebut. Disitu kami semua berkenalan.

15.    Setelah berkenalan satu sama lain, DSP Mohd Hedzir bertanya kepada setiap anggota kebolehan masing-masing. Apabila sampai giliran saya, saya memberitahu tak ada apa-apa kelebihan. DSP Mohd Hedzir kemudian bertanya kepada saya, jika saya tahu aktiviti kegiatan kongsi gelap dan perjudian di daerah yang saya pernah kerja. Saya jawab bahawa maklumat berkaitan aktiviti dan ketua sindiket adalah dalam pengetahuan saya, walaupun saya bertugas di daerah Batu Pahat dan Muar cawangan JSJ. Selepas lebih kurang (1) satu jam, saya minta izin untuk balik ke Skudai. Semasa itu, DSP Hedzir mengarahkan “bahawa kamu mesti lapor pada 16/07/2005”. Beliau juga memberitahu tugas beliau akan beroperasi dan berhubung dengan saya bila-bila masa.  Saya kata akan patuh arahan.

16.    Pada 11/07/2005 jam 2200, semasa saya berada di Pejabat JSJ IPD JB(U) Si Ng Swee Min telah menghubungi saya dan mengarahkan supaya saya segera datang ke kawasan Taman Pelangi Johor Bahru atas arahan DSP Hedzir kerana mereka memerlukan anggota untuk buat serbuan. Saya terus pergi ke kawasan Taman Pelangi dan apabila sampai di hadapan kedai perabut, saya nampak DSP Hedzir, Si Ng Swee Min, Insp Zainal D7 IPK, C/Insp Junah dan anggota D6 IPD JBS sudah berada disitu. DSP Hedzir memberi taklimat bahawa beliau akan membuat serbuan terhadap sebuah rumah di kawasan tersebut untuk menangkap suspek Hok Soon. Beliau mengatakan bahawa suspek ini adalah seorang di kehendaki terlibat di bawah sek/324 KK kes pukul seorang peguam di Johor Bahru yang telah menjadi perhatian pihak Bukit Aman.

17.    Setelah terima taklimat, saya juga menaiki kereta, Si Ng Swee Min dan yang lain anggota naik kereta masing-masing, DSP Mohd Hedzir juga menaiki keretanya. Jam lebih kurang 2330, serbuan di buat di rumah tersebut dan di ketuai oleh DSP Mohd Hedzir.  Semasa serbuan dibuat, didapati suspek tiada di rumah. Yang ada hanya anak dan isterinya sahaja walaupun kad pengenalan suspek berada di dalam rumah tersebut. Kami membuat pemeriksaan selama lebih kurang satu jam dan selepas itu, C/Insp Junah dan anggotanya mula beredar daripada rumah tersebut.

18.    Pada masa yang sama, saya ternampak ada sebuah kereta jenis Rexton warna silver nombor tak pasti, ada dua lelaki Cina parking ditepi rumah tersebut. Seorang lelaki Cina berbadan tegap dan lengan ada tattoo, memakai rantai emas besar masuk kedalam rumah tersebut. Saya perhati bahawa DSP Mohd Hedzir berbual-bual dengan lelaki Cina tersebut. Saya ada bertanya kepada anggota D6 JBS siapakah Cina ini. Mereka memberitahu bahawa Cina tersebut adalah bekas penjenayah nama panggilan ONG CHEE KIONG tinggal di Senai, terlibat di dalam kes samun senjatapi dan colek. Mereka juga memberitahu mungkin Cina tersebut “source” DSP Mohd Hedzir.  Saya perhati bahawa lelaki Cina itu masuk ke dalam rumah tersebut dan menjalankan pemeriksaan di semua bilik di dalam rumah tersebut. Saya perhatikan lelaki Cina itu hanya berbual-bual dengan DSP Mohd Hedzir dan Si Ng Swee Min sahaja.

19.    Setelah membuat pemeriksaan di dalam rumah tersebut, DSP Mohd Hedzir mengarahkan kami semua bersamanya tunggu sampai 0400 kerana kemungkinan suspek akan balik.  Saya menghampiri ke kenderaan dan nampak lelaki Cina butir-butir fizikal gemok pakai cermin mata, sedang berbual-bual dengan lelaki Cina yang memandu kenderaan tersebut.  Saya bertanya “Boss datang dari mana?”. Beliau memberitahu dari KL dan beliau juga memberitahu suspek mesti balik.  Semasa itu saya juga nampak lelaki tersebut menghantar laporan mengunakan computer note book tetapi saya tidak tahu kepada siapa laporan itu dihantar.  Setelah itu, saya balik kerumah tersebut dan bertanya kepada Insp Zainal “Tuan, siapa lelaki yang dalam kereta tersebut”. Beliau memberitahu lelaki Cina yang saya berbual-bual tadi adalah pegawai dari cawangan E 1 Bukit Aman, itu pun beliau dapat tahu daripada DSP Mohd Hedzir.  Pada jam lebih kurang 0430 kami semua beredar daripada rumah tersebut.

20.    Pada 16/07/2005, saya telah lapor diri ke cawangan D7 IPK Johor.  Setelah lapor diri, penugasan saya adalah dapatkan maklumat tempat menulis nombor ekor haram, mengesan ketua-ketua sindiket dan aktiviti mereka di kawasan Johor, Daerah Muar dan di Batu Pahat.

21.    Pada bulan tersebut semasa kami membuat serbuan atau risikan bersama DSP Mohd Hedzir saya juga nampak lelaki Cina yang menggunakan kenderaan Rexton selalu mengekori kami. Apabila saya bertanya kepada DSP Mohd Hedzir dan Si Ng Swee Min siapa mereka kerana selalu ada ditempat kita minum. Saya juga pernah nampak ada masanya beliau menaiki teksi berada di sekitar tempat kita melakukan serbuan. Mereka memberitahu bahawa lelaki Cina adalah pegawai E1 Bukit Aman akan membuat pemantuan tugas yang kita buat.

22.    Lama kelamaan, saya dapat tahu bahawa lelaki Cina itu adalah adik ipar Si Ng Swee Min. Beliau juga adalah ahli sindiket kegiatan aktiviti haram. Setelah lebih kurang 6 bulan saya bertugas di cawangan JSJ D7 IPK Johor. Banyak juga kami telah membuat tangkapan kes berkaitan sindikit ekor haram walaupun kegiatan kongsi gelap, kegiatan kumpulan samun dan bunuh masih berlaku.  Setelah masuk lapan bulan, saya diberitahu bahawa segala maklumat berkait kegiatan ekor haram mestilah disalurkan kepada DSP Mohd Hedzir dan Si Ng Swee Min. Saya ada bertanya kepada DSP Hedzir “Dulu semasa kita mula-mula buat kerja ada maklumat sahaja tuan boleh buat tangkapan, kenapa  sekarang maklumat di kehendaki hanya disalurkan kepada tuan atau Si Ng Swee Min sahaja”. Beliau memberitahu itu adalah arahan pihak atasan.  Setelah saya mendengar berita tersebut, saya mendiamkan diri sahaja.

23.    Adalah saya  mengatakan bahawa sebagai seorang anggota polis, saya merasakan ada yang tidak kena dengan tindakan pegawai atasan di atas.

    Dan saya membuat pengakuan ini dengan sesungguhnya mempercayai bahawa yang sama adalah benar dan mengikut peruntukan Akta Akuan Berkanun, 1960.

RPK has exposed many time in this MT about this nefarious activities of syndicates and the collusion of the police force with them, yet no enquiries or investigation since the time of Bodohwi. IGP kept an elegant silence and nothing happened.

There are so many NGOs, Bar Council, Opposition Parties and Malaysian Crime Prevention council yet nothing is happening in term of investigation!! Why??

My opinion, all these NGOs and the rest have no balls but a bunch of bullshit. You scratch my back, aku buat sama lah,Ok?

Try making police reports on each of this issue by the tens or even hundreds and expose them thro’ whatever means and let see whether the Government can continue to ignore them.

The latest case of loan defaulters being kidnapped and chained, was done by the Ah Long Syndicate from TANGKAK, do you think anything will happen to the BOSS/BOSSES??? Apart from the bullshit ho-ha from the IGP

Independent Police Complaints and Misconduct Commission (IPCMC) was proposed to the Abdullah Badawi government to curb the illegal activities committed by the Police Force.

The Police of the Senior ranks blatantly and refused to accept IPCMC.

Now you know why they (PDRM) rejected it.

In these days of outsourcing, the IGP has 'outsourced the Prostitution activities, Ah Longs, Illegal gambling, kidnapping and murder cases to Tengku Tangkak ( TT )'. Then a special chosen team of PDRM officers are made to work and report to TT and they are also paid handsomely.

The chief pimp here, the IGP gets a monthly commission for keeping both his eyes closed. The related minister and deputy minister is taken care off by TT. And we, the rakyat suffer.

How many more SDs will it take before we seen any change.

Nowadays…….I don’t see any need to do Statutory Declaration anymore since it is not honored or put an important role by our Judiciary, Legislative or Executive in our country……Why don’t we just use ‘shoot first and ask later’ attitudes since everything could be override and overrule for the personal gain in Malaysia……I just hope that this type of government and authority will be destroyed and demolished to its end so that we will find the actual peace and harmony with our democracy constitution in our country…….And so I rest my case…..

and the targeted subject used to be the one Mahatir used to mess up DSAI right after Mahatir sacked DSAI.

Notice how there seems to be a 'game'(mob) running in Johore and one run with impunity. Also, don't forget Johore state is the last bastion where support for UMNO/MCA remains strong. UMNO/MCA need to cultivate this continued 'supply line' and hope for the best I guess.

The underworld is dominated by illicit income, and while the gray economy thrives on sex and drugs to rock and roll, the main source of illicit income still rest with money lending and the numbers racket.

Tell me, given a choice which would you choose, you have at hand cold hard cash of RM$200,000 and need to put it to 'work'.
1. Pawn it off a syndicate/utilise their network and put the money out in the street for a share of profit OR set up your own network for potentially greater profits.
2. Contract to buy a 'lease' of 20 girls and start your own 'stable' to get into the flesh trade.
3. Make a big buy and start peddling dope - again with help of established syndicate OR start your own network.

All three are established 'trades' with different but sometimes interlocking people running the rackets but I quoted the figure of RM$200,000 above because many 'runners', upon a time of service to an underboss, are given the 'opportunity' to branch out of their own having gained trust through a working relationship. The collective of underboss' are often sitting on a pile of 'profits' and hence the need to put it to work and long have the gray economy made money by such enterprises.

Of course there are politics and carved out territory, disputes aplenty but let's not go into that. What is interesting to note is the proliferation of money lending syndicates just this last decade.

Leave your car parked and return to find the business card of the so-called friendly neighbourhood loan shark by your visor. And mind you, they are nimble and all out for your business just one phone call away. No amount is too big RM$1000, $10,000 or even $100,000 can be facilitated in mere hours upon the necessary documentation.

The loan sharks operate on the premise that any business is good business, nobody is out to do a number on them and see themselves saviours to humanity ! It is easy money for them - let's do the math.

A loan of $RM10,000 yields interest of RM$130 a day, for the next 100 days before the loaner is paid off. At any time, one can choose to pay off before the 100 days but truth be told, majority of people run short and are behind payments. Just like your credit card issuer that makes more whenever a card holder only remits minimum payment(while the principal amount grows), the loan sharks stands to collect more when accounts are late. Easy money !

Talk of being late, I'm running late myself.

Just to tie it all in, allegations of collusion from IGP to the various syndicates/mob heads is all documented in the SD's while Moses himself stays silent ! And it is no wonder that he stays quiet because the mob bosses have him by the balls. The moment a ranking 'mata-mata' takes handouts from these sinister people, his office and position is compromised without the possibility of turning back.

Perhaps difficult to subject him to the sword but it is time he take leave of his office. UMNO has to realise public is not blind to what is going on while the IGP will increasingly be a liability to UMNO's future.

tahun ... surely all money parked somewhere safely. Nevermind, thats different

matter. At least now you sudah "bertaubat" after the greed within your ranking/

department officers goes beyond control.

missing from IPD JOHOR BAHRU and death of a police officer in a plantation
