I do understand that the RM 625 is a rebate given by the government, but it also means that one has to use the Vios for 42.08 years just to make back the amount paid in taxes for the usage of a foreign car. Would anyone use any kind of car for that long?

By Aneed Anand

They say curiosity kills the cat. I so hope this particular phrase is not true today because, for the love of God, I am very curios.

The front page of The Star today shows a picture of our PM and a caption saying, “We try our best to help the people. We cannot satisfy everyone”. Below that there is a portion showing the changes. The most interesting change is the rebate of RM625 a year for private vehicles with the capacity of below 2000cc.

Just to let you guys know, I was educated in Malaysia, in fact in Sabah and am not too proud of my achievements as a student but the education provided to me has not failed to provide me with basic counting and thinking abilities. Let’s look at a simple example of how ridiculous this price hike is.

We all know that foreign cars are taxed to protect Proton’s interest in the market and the taxes are pretty expensive. The issue is, we can’t seem to put sniff out the exact amount taxed because the taxation system is sophisticated that it actually takes into consideration the make of the vehicle, capacity, and many other factors. Instead of confusing ourselves even more lets just take a simple car, which can’t be taxed much due to our trade agreements with Japan , and compare how this fuel price hike actually turns out.

As of last month a Toyota Vios would ‘cause a damage’ of about RM 89,000

In the international market, a Toyota Vios is about USD 19,000

USD 19,000 = RM 62,700 (using the indicative rates of USD 1 = RM 3.30)

That makes Malaysian Vios owners pay an extra RM 26,300.

This RM 26,300 should be cost of operations, profit and tax because the transportation costs have been factored in to the USD 19,000.

RM 26,300/ RM625 per year translates to a Vios being used for 42.08 years.

I do understand that the RM 625 is a rebate given by the government, but it also means that one has to use the Vios for 42.08 years just to make back the amount paid in taxes for the usage of a foreign car. Would anyone use any kind of car for that long?

Now with these numbers in front of us, does the subsidy sound like a subsidy or does it sound like a penalty? This just seems to be a heavy increment in our daily cost of living as we are not only charged with high car taxes but also with a drastic increase in fuel price.

With all the numbers listed out, I urge all Malaysians to join me in analyzing the situation. Car taxation is government profit, fuel sales is Petronas’ (GLC - Government Linked Copmany) profit which translates into government profit. The government may ridicule us Malaysians by saying look at the world market and fuel price world wide. Please, we are Malaysians, we fought of the British, had a international port in the early centuries (Malacca), home to a racially mixed nation and WE ARE NOT STUPID!!!

We know the international rates are above the USD 130/barrel. We understand the fact that the fuel prices are increasing worldwide and we also know that major scientist are still contradicting on why this phenomenon is happening. Some blame Bush and his plunders around the world and some blame climate change and there are others which say petroleum ‘wells’ are getting scarce.

Again we go back to numbers. One barrel or crude oil is 159 liters. And approximately 46-47% of a barrel of crude oil will turn out to be the fuel that we use in our vehicles.

46% of 159 = 73.14liters.

And at the current rate of RM 2.70/liter, this constitutes to RM197.48 of fuel per barrel of crude oil. This is only 46% of the barrel, mind you. There is another 54% that are still refined and traded in the markets. These products include bitumen, kerosene, and natural gases and so many more.

Using the indicative value of RM 3.30 = USD 1(it is actually RM3.26 today), we get that a barrel of crude oil produces USD 59.84 worth of fuel. And this makes a balance of USD 70.16 that has not been accounted for. In actual fact, we still pay for this as they are charged in the forms of fuel surcharge by airlines and road taxes for the building of road (because they use the tar/bitumen) and many more excuse charging us but let us just leave all that out of our calculations.

USD 59.84 compared to a barrel of crude oil which is approximately USD 130 turns out to be 46% of a barrel as well. So this is where I got curios. Where is the subsidy if we are paying 46% of the price of a barrel of crude oil when the production of petrol/barrel of crude oil is still only 46%?

Now the government has a very ugly predicament in front of them. The taxation of foreign cars to protect Proton has been deemed unfair by this calculations and the price of fuel is currently at world market price. So I hope our PM retracts his statement in The Star today as it seems like a joke after all these calculations. Who is helped by this move? Not the poor, not even the rich. Everyone is affected. Cost of living rises and everyone will feel the pinch.

As far as I know, only the politicians who live in Putrajaya and come for their Parliament meetings in Kuala Lumpur (approximately 60+ km) are the ones to gain as they claim their fuel and toll charges from the money of the RAKYAT. It is so disappointing to see this happen time and time again to the Malaysian public, where they are deceived by the propaganda held by the politicians and the controls they have over the press.

NOTE - Most of the values in this article are true and can be found on the internet dated 05/06/2008 (except the price of a barrel of crude oil where it depends on day to day trading).

I hope they let the prices of petrol and diesel to free float up or down in tandem with the world oil prices, over and above a 10% price bracket.

The rebate is a bad idea. It would have been better to reduce taxes on cars and road taxes.

when pak lah took over as PM, i did ask myself the same question... in fact when govt put up the billboard to show the price differences that the govt had to cushion, as a result of giving us subsidy then, i actually asked myself if the govt actualy had to physically fork out the dollar... in fact no!

anyways, didnt quite get ur analogy on the vios 42 years tho. i mean i understand the additional 26k, but i dont think i would take it into math terms and divide it by the rebate..

on a separate note, wtf??? 1 USD = RM3.26 now??? Msia economy is making great waves man!

Time for the government to publish its income and expenditure to the public monthly and must let the public criticise concretely on them.

VIP and Cabinet Ministers must start to use non-fuel vehicles for their means of transport. NO MORE PLANES, CARS etc, if they use them its from their pockets - no more PUBLIC FUNDING.

It is haphazard decision hastily decided by a low calibre Badawi cabinet.

On TV3 Badawi prided that the cabinet took 4 long hours to deliberate on the issue! Only 4 hours of deliberation for such an important issue? An important decision of this nature which has a rippling effect on the whole nation should be studied by a competent team of economist, academicians and thinkers for months - not by shallow thinking cabinet ministers in 4 hours!

1.A large number of those two cannot afford motorcycles and small cars take buses to go to work. When petrol price increases, it is a foregone conclusion that the bus owners will increase the fares. Instead of helping the poor, this category of people will be hit by a double whammy – increased bus fares and increase in prices of food, goods and services and everything else!

2.A new small car costs much more than a second hand car. For example, a small new 850cc Kancil cost $27,000 can carry about 4 persons albeit with some difficulty but a second hand 2500cc Volvo 850 costs about $15,000 could carry goods and 5-6 people easily without problem. In fact, we do find a lot of poor kampong folks driving big, old but cheap continental cars/vans/jeeps because it is more suitable for carrying farm produce as well for transporting their large families. Again they will be hit by a double whammy - increase in price of petrol and everything else!

3.In a poor family of 10 people, only one can afford a small car which is used to make 2 trips to transport everybody. Only one will receive a small petrol payment (for one trip) and the other 9 members will have to bear the increased prices of petrol (for 2nd trip), food and everything else.

4.The huge increase in price of petrol will cause a chain reaction on the increase in prices of other goods and services. Whatever small amounts received by the motorcyclist and small car owners will be largely negated by the more than disproportionate increase in prices of goods and services.

5.Which stupid idiot equates rich or poor with the cc of the vehicles? An average office clerk may own a second hand 1300cc proton Iswara costing $7,000 (rebate = $625) while the Robert Kuok’s children can own a fleet of 10 new cars of BMW, Audi and Volvo all less than 2000cc costing $2 millions and get a total rebate of $625 x 10 = $6,250!

6.In Malaysia, the heavier burden is caused by cost of travelling to work. The cost of travelling will have to include:

1. toll charges,
2. amortisation of the vehicle's cost over the economic useful life of the vehicle, or, for those who have obtained loan financing, the monthly loan repayments,
3. the annual vehicle maintenance cost (tyres, brake p***, engine oil, spark plugs, etc)
4. road tax,
5. Parking; and
6. petrol

If you analyse above carefully a huge chunk of the expenses goes to car amortisation cost and toll charges. Everyone who has travelled overseas knows for a fact that Malaysia has one of the highest numbers of tolls in the country and very high excise duties on cars.

Take a real life example of a typical average worker in Malaysia earning a take home pay after deducting EPF of RM 2,000 a month. He drives a small 850cc Kancil (cost RM27,000) and travels to and from work each day from his home in Cheras averaging about 40 km. His typical monthly travelling cost is:

Amortisation of car for 10 years ($27,000/10/12)………….$225
Petrol (based on current price)……………………………………$200
Maintenance of car…………………………………………… ….……..$100
Road Tax ($50/ 12)…………………………………………… ……………….$4
Parking ……………………………………………… ………….………………$90
Total Travelling Cost per Month……………………………………$619
Percentage of Travelling Cost to Take-Home Pay………...31%

It simply does not make sense that the use of vehicle for travelling to work to earn revenue for the country would be a whopping 31% of his take home pay for a country that is a net exporter of oil. That does not even include his payment for the increased price of petrol and monthly expenditure for food, housing loan, medical expenses, children schooling expenses, etc, which are certain to increase if the prices of petrol increase.

It makes stupid sense to make a small amount of cash repayments to a small portion of the citizens but the cost of tolls, utilities, food, goods and services keep on escalating. I don’t know whether they are aware that not all registered owners are the actual users of the vehicle and how the repayments could go to the actual persons intended.

This way of abrupt petrol price increase would be disastrous to the nation and once the negative chain reactions (stock market slow down, run away inflation, economic slowdown, corporate under-budgets, etc) happen, the nation might not recover from it for a long time.

This corrupt Barisan Najis Govt. is plundering the RAKYAT to the hilt once more !! Which other net oil exporter nation has done this to its own people ?? NONE !! Even net oil importer nations only raise their price by 10% and Barisan najis raises it by a whopping 40% !! This is a CRIMINAL ACT against the RAKYAT !!

Due to fuel and electricity increase, all the rest of the consumer prices will go up to reflect higher transportation costs, and production (electricity) costs !! It's a DOUBLE WHAMMY to the RAKYAT !!

If the Pakatan Rakyat and DSAI doesn't do anything quickly soon, we, the RAKYAT, must in no uncertain terms let both the Barisan Najis what we think of the increases, and the Opposition for their lack of ACTION !!

The RAKYAT needs to protest this and protest very vocally and visibly !! Raise the price - fine, but cut off all duties for imported cars and cut off all road tax as a compensation and we can still bear it !

When can we march in protest ?? Where and when and I shall bring everyone I know !!

I guess the math can be made more straight fwd

1 barrel = 159 litres x RM2.70 = RM 429 or USD 134

On 1 hand, we are paying the full cost of 1 barrel of crude oil with RM2.70 per litre but on the other hand the crude oil only produces 46% of fuel.

My other point that I wish to make is since we are buying back petrol after we sell off our crude oil, there aint much losses in fact, if it was 1 for 1 trade off, it would be a break even.

Example
- Msia sells crude oil per barrel at USD130 buys back fuel per barrel at USD134. And not forgetting, every barrel of fuel is produced with 2 barrels of crude oil. Meaning to say, Msia wud have to sell 2 barrels of crude oil and only buy back 1 barrel of fuel... For the rest, u do the math urself..
The fun part is when the govt sells it to us, hence making money... and they say they have to cushion the subsidy!

A lot of publicity is shove at us comparing our petrol prices with other countries. This numbers in itself might seem to justify that we are paying less. In reality, they have not compare the buying power per dollar. For example, our neighbours wages are in SGD whereas ours is in RM and compare that to the USD, their purchasing power in SGD is very much higher than those of us using the ringgit. Such crude ways of justification is totally misleading.

On top of that.. I travel and work from PJ to Cyberjaya.. this is really eating into us. Will be paying around Rm150/month extra just for petrol.

Somemore they have the gut to ask us to find extra income... where to find? everyone become direct sales? then who will be paying? where would the money come from? Or maybe they expect us to become like begger and beg from them.. while they earn "extra income" by all those corruption?

Or maybe they will say.. told you that you should give us 2/3 majority.. now that so many states fall onto the opposition, we lose so many "lubang" to earn "extra money"... so we have absolutely no choice but to do this to continue our constant flow of "Extra Income" to support our lavish life-style... while you should beg (since you deserve it because you deprived us of our "extra income")

This latest fuel price increase may be the last straw to tip over the balance between growth and recession.

If the general public stop spending, then businesses will fail and failed business causes further erosion in spending.

It may be better to have higher inflation then falling into a recession. The government needs to increase public and private income to compensate.

No more questionable spending and above all no more corruption and abuse of power. If this continue, the country will suffer greatly.

Let me comment whats in my thoughts,I agree petrol has to go up but what is the justifed amount ??
For a start I feel this is a very unjustified increase , badly thought off and badly implemented .
Like to ask why is a person using a Kanchil , Kelisa and all those below 1000cc cars are made to pay the same price as those using Big Luxury Cars like 3 liter Mercedes and BMWs .??????
In the first place only the lower income and some middle income rakyats use small cars as it is a necessity for their daily chores . However this cannot be so for all those Luxury car owners where a majority of them are company cars and all petrol incurred are claimed or simply taken care of by the company . In other words they are NOT affected by petrol increases . Any rise in operational costs incurred is simply passed on to the rakyat . So to this it is the poor fellas who have to bear all the increased prices . So I am asking why are we paying the same price?? Isn't there any mechanism that can differentiate the two ? like issuing a petrol card entitlement to purchase at lower prices? It is also the case that these Bigger cc cars consume petrol at a much higher rate than small cc cars and should be made to pay more .Already this system is already in place like ESSO , Shell and Petronas where you are given points for every purchase instead of lower subsidise prices . All that is required is some changes and adjustments to the system .

Further the Star made a comparison of prices in Thailand , Singapore and Indonesia .
For Thailand it is quoted at RM3.90 per litre , however are they aware that in Thailand new cars are cheaper than Malaysia by 10000 ringgit ? They pay only one time for their driving licence ? No renewal fee after that ? Also that goes for road tax as well ? And do the Star also aware that you can drive all the way from Hadtyai to Bangkok on a six lane highway without paying any Tolls ??
Whereas here you have to pay yearly renewal fees for road tax , driving licence and TOLLS !! TOLLS .

For Singapore how can you quote RM 5.20 ? Please quote in Singapore Dollars because they are earning in Sing Dollars . You might as well say Europeans are paying 10 ringgit per liter . RM5.20 is only Sing $ 2.20 , still cheaper than Malaysia in view of fact that Singapore is not a crude oil exporter .

For Indonesia we might say is cheaper there at rm2.07 but compare that to their level of income !

So please REVIEW !! and don't BULLSHIT us Malaysians

The word “subsidy” has been brandished by the BN government as if it has so generously helped the rakyat and in doing so incurred losses. This simple example will help to explain the fallacy:

Example:
Ahmad is a fisherman. He sells a fish to you at $10 which is below the market value of $15. Let’s assume that he caught the fish from the abundance of the sea at little or no cost. Ahmad claims that since the market value of the fish is $15 and he sold you the fish for $10, he had subsidised you $5 and therefore made a loss of $5.

Question : Did Ahmad actually make a profit of $10 or loss of $5 which he claimed is the subsidy?

Answer:
Ahmad makes a profit of $10 which is the difference of the selling price ($10) minus the cost price ($0 since the fish was caught from the abundance of the sea). There is no subsidy as claimed by Ahmad.

The BN government claims that it is a subsidy because the oil is kept and treated as somebody else’s property (you know who). By right, the oil belongs to all citizens of the country and the government is a trustee for the citizens. So as in the above simple example, the BN government cannot claim that it has subsidised the citizen!

(numbers are fictional, but look at the logic)

Rubber - we all know, Malaysia is full of it, one of the biggest in the world.

We grow rubber, we tap rubber and we sell rubber/latex etc.

Lets say:

In year 2000, rubber was traded for RM30 per kg.
Cost of production (planting/harvesting/labour/factory/etc. was RM20 per kg.
So, we made RM10 per kg on profits.

In year 2008, rubber was traded for RM132 per kg.
The cost of production only went up by about 20% over the last 8 years
Therefore, cost of production ((planting/harvesting/labour/factory/etc. was RM20 20% ~ RM24 per kg.
Therefore we now make a whopping RM108 per kg on profits

Apply this logic to Crude Oil, the stuff Petronas extracts and sells daily:

Year 2000: Price per barrel: USD30
Year 2008: Price per barrel: USD132

Oil Price Source: http://i122.photobucket.com/albums/o263/Daneelo/ET graphs/OilEuros/CrudesED_Long_2008-03-18_BIG.gif

Now, could someone in the industry, please give us, the real numbers to crunch so that we can educate fellow Malaysians and the kampung folks who voted for Barisan Nasional, how our government has been hoodwinking us all these years!

Focus on the fuel price formula, not the pump price

Effective 5 June 2008, the fuel price will be reviewed monthly to be 0.30 sen less than the market price per litre.

The market price today is RM3.00 per litre which gives us RM2.70 per litre at the pump for the next one month after the 0.30 sen discount.

The principle of 0.30 sen per litre discount stays.

This means if the market price of fuel goes down to RM2.90 by 5 July, the price at the pump after the 0.30 sen discount will be RM2.60 per litre.

If the market price of fuel goes up to RM3.10 per litre by 5 July, we will have to pay RM2.80 per litre at the pump after the discount of 0.30 sen.

The principle must be accepted. What we can dispute is the 0.30 sen discount per litre. Maybe it should be 0.50 sen per litre. Discount (or subsidy) means taxes foregone by the government.

Don't focus on the fuel price at the pump going up from RM1.92 to RM2.70 per litre.

Focus on the formula for fuel prices. Denmark, for example, reviews the fuel price at the pump weekly.

Focus also on the poor state of the public transportation and the fact that most cars on the road have only one person inside it.

We need to stop buying cars and change our lifestyle. Public transportation is the way to go. Why drive to work and leave the car in the parking lot to bake in the sun the whole day, only to drive back home in the evening? Take the bus or tram to work. Carpool.

Inflation is good for the country.

The country is full of selfish people who save and hoard away their money in FD accounts, and not spending it to stimulate the economy. So, inflation will punish these selfish people. Make their savings lose value.

The country is also full of poor people who aren't in the taxable income bracket. They're enjoying all the facilities the government is giving, and pay no tax. But with inflation, you can tax these people also. Pay them the same salary (in figures), which is now worth less value. Thus successfully taxing these 'untaxable' people.

This way, money fails one of its primary roles: as a "Storage of Value".

Find out how much more you'll be spending every month on petrol:

chin,
i agree with u that between inflation and recession i would choose the former... but with the current economy situation any inflation will definitely lead or worsen the recession... prices of consumer products will definitely sky rocket with the 41% of fuel increase, the poor will be poorer as they cannot afford while the rich wont give a f**k since they can afford...

it will come to a time when only the rich can afford and not even the middle income earning family can keep up to maintain their current or former lifestyle...

right now, bodowi and the stupid gang need to work out a way or fomulate a way to break the chain from all this happening...

The goverment say they want everything to be transparent. they thought we are stupid and can't see anything they try to make it invisible instead. What's the cost the goverment is paying for fuel. Paid to who? What is our Malaysia/Petronas output of oil annually? What is the quota for local consumption ? What subsidies are they talking about? The Rakyat wants to know and to audit the figures. We are not stupid not like our flip flop goverment.

How much petrol do we pump up and produce per day compare to how much we consume per day? We couldn't be using more than we produce right? If the price of oil went up we should have more revenue compare to low world market price.

Aiyah, why make it so complicated and go into convoluted arithmetic. Elementary, my dear Watson.

Petrol prices go up by RM0.78 to RM2.70 For that, the government is giving you an annual rebate of RM625. That means the government expect you to fill up only 800 litres of petrol per YEAR (RM625/0.7smilies/cool.gif. Or 67 litres per MONTH. Is this realistic? Most cars consume that much, or even more per WEEK. And that is only for commuting to work.

true but an average aussie earns 45 to 55,000 AUD per annum, has good social security system in check, medicare and good welfare system. Cars are cheap a Proton top of the range costs 12k AUD fully loaded. No Toll ro***.

er...i might be wrong...

i somehow dont think the calculation in this article is right...pls correct me if im wrong...

firstly, for argument sake lets leave the fact that malaysia produces oil out of the equation..

1. u cannot use RM2.70 to justify that there is RM197.48 worth of petrol in a barrel of crude oil. Simply for the fact that you cannot fill your car with crude oil. It has to go through a refining process until you get as you have mentioned, petrol, kerosene and so forth. The price will therefore include refining costs as well as a markup therefore bringing the price of a liter of refined petrol to world market prices which from my understanding is around RM4

2. Now malaysia exports its higher quality CRUDE OIL, it then buys REFINED petrol for local consumption at market prices before reducing it with subsidies.

3. therefore - if 76 litres is of a barrel is made into petrol, and if the market prices are RM4 then it can be said that a barrel of crude oil contains RM304 worth of REFINED petrol.

So, Malaysia is paying subsidies on market prices of REFINED petrol, not the actual price of crude oil. But i do 100% with you that the BN has been protecting Proton for far too long at our detriment..

i might be wrong, pls correct if i am, it is a very interesting topic to discuss...

everytime there is a price hike in fuel, people protest and swear never to vote BN. few months/years later, election comes round and BN wins again. what has gone wrong?

now that PR has got control of some state governments, prepare an EDUCATION PLAN to educate the public especially in other states with little or no access to WWW which are mostly controlled by BN.

PKR has done a good job setting up branches in remote areas of Sarawak. keep it up and get cracking on that EDUCATION PLAN. make sure people realise what the BN is actually doing so that they can make a better choice in any election.

all the promised cash rebates mean nothing to people who live in the interior of Sabah and Sarawak as they mostly drive (or hitch rides in "private taxis") vehicles with no road tax on insurance on gravel ro*** and timber tracks. or use outboard engines in rivers. no road tax for that either. how to get rebates??

Hey R Hum.... I am a Malaysian working in Australia and I don't mind paying the $1.50 per litre for petrol because I know that the 40 odd percent of that price which goes into petrol tax are put to good use like good ro*** and infrastructure and not into the pockets of politicians! Also looking at the bigger picture, the total cost of car ownership in Australia is just a small percentage of earnings unlike in Malaysia.
