KTM Services have reached a serious crisis point PDF Print E-mail

This is affecting freight, intercity, and especially Komuter services. KTMB is facing a serious management crisis and the government has shown a clear lack of strategic planning for railway infrastructure. The effects are starting to add up and as usual, consumers are facing the worst of the problems.

From an original fleet size of 60 trains, KTM Komuter only has 30 operating. The rest are being sent for overhaul or are being cannibalized for parts.Yet customer demand has increased by 60% since 1995...clearly KTMB has not planned for this increase in passenger demand.

The recent purchase of locomotives from Dalian Locomotives in China is another example of the poor planning and poor oversight at KTMB. The quality assessment reports for these locomotives came back negative, but the government went ahead with the purchase, bartering the locomotives for Malaysian crude palm oil.

Today, after less than 1 year in operation, many of the locomotives are already in need of maintenance. This compares to the General Electric "Blue Tiger" locomotives, which are going strong after 5 years.

Another example of poor planning is the Fast Train Service from KL- Ipoh. The line was fully energized last year but KTMB did not purchase any trains to operate the fast train service.

The order has been made (just last year) but no information has been given about the trains. It will take 2 plus years for the order to be filled. In the meantime, Malaysians will be expected to drive or use buses to get from KL-Ipoh.

The parliamentary opposition has been pushing the Ministry of Transport, and asking very tough questions. For this they should be applauded. However, it is time to go further. The parliamentary opposition should call on the government to replace the "Cabinet Committee on public transportation" with a "Parliamentary Committee" that is bipartisan and responsible to Parliament.

This will ensure that decisions about the future of rail infrastructure are made in a clear, open, and transparent way.

The media has given strong coverage in recent weeks. It is time that Consumer Associations throughout Malaysia should join up with the Parliamentary Opposition and call for a serious investigation of KTMB.

They should also call for a setting up of a Parliamentary Committee to oversee public transportation, and come up with emergency solutions for the current crisis.

Blame it all on Mahathir. He allowed Daim to award the management contract of KTMB to his cronies like Bolton - all the while eyeing the valuable KTM land at Tanjung Pagar. They were only interested in property development - on top of KTM stations, along the corridors, and they couldn't care less about operations and maintenance.

Mahathir, may God grant you a long life for you to ultimately account for what you did to KTMB. I hope you will retain your long memory as to what made you allow Daim to hand over the management of KTMB to his cronies.

Do the work first! No need to project for future... project for current situation enough... if not sufficient.. do improvements later...
then got work for people mar...
then means more money in the peoples' pocket mar...

Sorry to be cynical, from ABB's track record do not expect anything from the "serious investigation"
Please also forget about anything to do with "Parliamentary Committee"
It does not goes well with UMNOputras.
Save your energy for the new Federal Govt.
You'll get better results from the "govt-in-waiting" that cares for the Rakyat rather than lining their pockets.

50 Years on and our gov't haven't put in a comprehensive master plan for our rails.Look at s'pore,Japan,Hongkong.Why can't we have a good railway so people can travel around easily.

Well there it goes from KLIA to Commuter. The Federal Government better back off for more PR more qualified professional to take over. The BN ministers are not contributing to effective trouble shooting to solve problems. They are only good in wanting report submission and stop there. See the lives of poor rakyat are soo badly affected like working wifes especially the poor. Look at the massive road traffic bottle neck. Has the Transport minister evr go in Helicopter and see for himself. Town Planning is bad,traffic dispersion etc are bad.Please go and study from Singapore esp MRT system,taxis and buses management. Third world mentallity we are in and 1/2 past six like what TDM says

A Canadian company offered to take over KTM (in the early 1990s?) but Malaysia was too stubborn.
Are we the world leaders in no. of derailments per 1000km of track?

I've been using KTM since 1997, in over 10 years, if anything service has deteriorated.
The trains even during peak hours are often delayed, especially if it rains. Insufficient seating in the stations and on the trains, officegoers are treated to long hours of standing after a hard days work.
In all other countries public services are given priority, but in Malaysia…. the sorry saga continues….
Simply can’t understand that mainly one race seems to dominate employment in these GLC's even in countries like UK, USA, Australia one sees diversity of races employed in organisations. So many points to ponder????

Malaysian commuters still die from derailments every year because of "Acts of Sami Velu's God".

But we all know that the real cause is the irresponsible, corrupt and incompetent UMNOputras who run the show.

If UMNO's hated rival, the PAP government in Singapore, was running the show, we would have had an efficient Mass Rapid Transit system all the way from Thailand to Singapore long ago!

And less Malaysians would be dying like flies from automobile accidents each year, in UMNO's effort to sell their defective Protons and Kancils.

UMNO does not want an efficient railway system in Malaysia because they want us to face their toll booths every day!

I've used KTM from the days of steam engine, the improvements to its services has gone from good to bad. KTM management does not seem to have a vision for the future only add hog arrangements. I would urge the Minister of Transport to travel by KTM commuter himself and see how the rakyat suffer. As user I can see so many areas of improvement that can be done.

We have has some very terrible transport ministers. Ling, did not do anything good after some umpteen years in the ministry. Chan KC too did nothing. Now Ong Tee Keat so far has done nothing. KL public transport has not changed at all over the last 20 odd years. We are no better today than the days of the minibuses. The system is still ....ed. They just know how to buy equipment and new buses. But no implementation! The ministers must be made to take public transport. But they will not step out of their chauffuer driven Mercs!!!

Before we start blaming the management, perhaps it is best to see who makes the decision to buy coaches from china, why the fast train has not been bought despite the line being ready.
Does the KTMB management has any say in these decisions? You think so?

If we have to dwell into all this detail issues about the mismanagement of our Government. It would take up more than half the combine bandwidth of Malaysia's internet speed and space.

Infact daily the trains are late. Passengers always get to work late.
Pay money for what? To get fired by the boss at place of work.
How long can tell the boss that the train comes late. Will he believe it?
The airconditioning are totally out of order. People sweat in the train.
Does not wait for passengers from the other side of the station to catch the train waiting on the other track? Before coming down from the staircase the train speeds off.
Touch-N-Go always never works. Have to pay from the pocket and to wait to buy the ticket by that time the train goes off.
Train drivers will not make annoucement if the train is being waiting for more than 5 minutes. Sometime for nearly 30 minutes also the driver will not make annoucement why the train not moving.
Always there are annoucement that train from the starting station is being delayed so all subsequent trains are cancelled. This situation sometimes put us on hold for nearly 30 - 45 minutes to wait for the train to arrive.
3 coaches are not sufficient to carry passengers during the morning hours. Many are disappointed for not able to get in the train due to heavy crowd until the door steps.
The Butterworth-KL express always cause delay in commuter service. This express trains is suppose to clear the track by 6.30am. But why it is coming around 8.00-8.30am? Is the drivers taking nice sleep and continuing their journey thus causing commuters to be delayed in timing?
The track at Putra station leading to Rawang route is badly slanting, one day the train will tilt or somersault on the ground at this particular station due to heavy passengers.
I conclude there are more disadvantages than advantages.

Buses provide the worst services. At Subang Jaya, passengers often have to wait for hours to get a bus. I remember the nights when elderly manual workers, mostly makciks from the Summit offices and shopping complex, complained bitterly about the lack of a bus schedule. This evening, I waited for the Maluri bus at Jaya Jusco to take me to Pandang Jaya. I was at the bus stop at 9.00 pm, and the bus arrived at 10.10 pm. Regarding maintenance - I recalled seeing buses being "maintained" almost EVERY DAY at the Kelana Jaya LRT, when feeder buses were used. Secondly, it suited the drivers to handle the buses carelessly since the more "breakdowns" the less trips they need to make. Again, it's management that must be held responsible.

So far as buses are concerned, one quick way to improve quality is to foster competition: the PR government must quickly allow more companies to run all the routes. That way, only the most efficient bus company would survive, and the passengers - mostly from the lower classes, the elderly, and from the Malay community - would finally be treated with some semblance of dignity.

KTM trains have actually deteriorated in service standard since I first came to Malaysia in 2001. Back then, there was at least some degree of reliability. KTMB have been overlooked, because most people use cars. Trains here do not play the role they should, and KTMB is running at far below its real potential. Lets ask some questions.

Question 1. The Rawang to Ipoh double tracking and electrification project has been mismanaged, because Pak Lah cancelled the original contract in 2004-2005 upon taking office. The publicly voiced reason was "to stem the budget deficit". The real reason was.

(a) To stem the budget deficit.
(b) See which cronies signed the initial contract.
(c) Reallocate reviewed contract to Pak Lahs cronies and Khairy.
(d) In the interests of transparency.....can I sleep now. I am very tired.

Question 2.

The extention from Batu Caves to Sentul opens in June 2009. Will enough trains be servicable at that point to operate it.

Question 3.

Considering the quality of Intercity and Interurban Bus Services competing against both KTM Kommuter and Intercity, does KTM actually want to operate a passenger service, considering the massive operating deficit that passenger traffic incurs.

Question 4.

Considering that Malaysia has a nationalised car Industry, is it really in the interests of that Nationalised car industry to invest in PROPER public transport. Lets piss off the Commuters and travellers so much that they will be running to their proton dealer after finishing their SPTM.

Thats how it is. Thats how it will be. When the Ekspres Rakyat leaves Singapore Tanjong Pagar station tomorrow morning, and heads to Butterworth, it will be symbolic of what UMNO wants to do to the Rakyat of Malaysia. On board, staffing it:

Driver, Assistant Driver, Train Guard, Assistant Train Guard, Ticket checker, 2 Restaurant Car attendants, 4 cleaners. All of this on a 10 coach train, which is GUARANTEED to run late, despite a pedestrian schedule of 7 hours 40 minutes to travel between Singapore and Tanjong Pagar. 40 years ago, an express train did the same stretch in 5 hours 55 minutes.

BUT again, the blame here does not lie with KTMB. It does in fact, lie with the Ministry of Transport who have consistently refused to fund KTMB's operating deficit on passenger services. Almost every rail passenger service runs a deficit. KTMB Freight is profitable, to the point where it is getting investment, but I am curious as to where the money is being siphoned.

As for the 20 Dalian locomotives (Class 29, easily recognisable because they are painted in Blue, not Grey)

1. These use an English Ruston Marine Engine with Chinese Electronics.
2. Judging by similar English locomotives, there will be problems with the electronics.
3. They can be made reliable, BUT the expertise no longer exists at Sentul. Most of the people with the expertise to repair these problems have retired since Brickfields shed was closed in 1999. And they were...Indians.
