(The Star) - An aspiring doctor had her dreams dashed when the Public Services Department (PSD) rejected her application to study medicine overseas.

K. Kamine Devi, who scored 10 A1s in last year's SPM, said she had her heart set on becoming a doctor that she even participated in an attachment programme which exposed her to a doctor's job in April.

“I refused to believe my eyes when I found out on Sunday through the PSD website that my application was unsuccessful,” she said on Tuesday, adding that she checked the result of her application several times to confirm.

“I felt that my world collapsed that day,” said the 17-year-old former science stream student of SMK Ahmad Boestamam in Sitiawan, about 90km from here.

Speaking at a press conference called by State Health, Environment and Human Resources Committee chairman A. Sivanesan, Kamine Devi said her confidence was boosted when the PSD issued a statement recently guaranteeing scholarships for students who scored 9As in their SPM.

“I just want to become a doctor so I can serve the country,” said the daughter of a quality controller father and a housewife mother.

“With my father's monthly salary of RM3,600, he will not be able to send me overseas to study medicine,” she said, adding that she was active in her school’s co-curriculum activities.

To make matters worse, Kamine Devi's application to matriculation programmes was also rejected.

Sivanesan said Kamine Devi's rejection made a mockery of PSD's earlier statement.

“The PSD should have taken the top scorers result from the Malaysian Examination Syndicate and offer scholarships to the students.

“The onus is on the students whether they want to accept or reject the scholarships,” he said.

He also invited parents of children who face the same predicament as Kamine Devi to come forward and see him.

“I will assist them in writing to the PSD,” he said.

Time and time again, they are rejecting the bright students from other races with excuses such as they are not qualified, the only qualification in their mind is "KULIT". If this is not RACISM then what?

Why must they producing Doctors with "KULITFICATION" but with unstable minds? Witnessed the Doctor with KULITFICATION who went CUCKOO.. in the Klang GH sometime ago!

My daughter had 10A1s and one A2 and she was not even applying for medicine but she was rejected just the same. And being a retired person with no source of income, my daughter is more than eminently qualified for financial assistance. And yes, no surprises, we are Chinese.

I' m going to relate you a true story I came across.In a English Tuition class that my daughter goes, she came across 3 malayu guys who is going to US to study Medicine and to my shock I was told these guys could not spell simple words like toilet,rational etc.Also during classes they speak bahasa among themselves.I wonder how are they going to understand what the lecturers says.I think they are going for a holiday using our tax payer's money with the help of JPA.God help them to get through.GOOD LUCK>

It's deserving cases like this that has been completely sidelines by the present administration that the politic revamp of tsunami GE12 have to address.

Sad to say that during my time, Datuks and Tan Sri's sons are getting JPA scholarships over more deserving and poor candidates, even of they are Bumis. Even along racial lines, there are discrimination.

I had the same predicament last time, even during distribution of forms for private loan or scholarship. I waited in line to get the form , the person before me gets it, for obvious reasons. When I asked the counter manned by a man with white kopiah , he hastily told me there is no such form and gave me that "you are not welcomed here" look.

So for as long as Be End is in rule, more of these little napoleons will exist!
I say PR take over, evaluate all these things and fire all of them if need to!

time and time again, RPK has said..UMNO only control how many seats in parliment? where does the rest of the seats from BN coming from? is not non-MALAYS also supporting BN. BN=UMNO. This is a classic case of eventual brain drain from these morons that send our cream of student to SINGAPORE because they fail to tie them up with a scholarship when it is most needed.

The Government prefers the cream of our pathetic education to be enticed to a foreign nation without ever thinking what they are doing and SPENDING to lure most of them back even now.

These action only cause anger, frustration and sow hatred among the serving doctors that complain that they are being side steps.

Here is a classic case of WHY & HOW THE WHOLE MESS STARTS!!!

A friend of mine from Singapore always laments every year from March when our papers starts to highlight the cream of the students in the media. Our neighbor
follows the events and even makes check on the candidates and all the ground work. The Singaporean know it is just like having the first pick of the litter. They always lay their hands on our top students without any effort coz our dumb lame brain administrators serve it to them in a platter.

Guess that how stupid our leaders and the administrators really are.

This is a classic example of what is wrong with the education system. We need to revamp and change so that our future young will benefit and contribute to the nation regardless of creed, color and religion. We need to support to those that need our help and want to improve themselves. In my days in a US university, I came across groups of students who were on Mara and PSD scholarships and came from well to do families. I also met students who also came from well to do families but whose education were supported by thier own families. The funny thing is that those scholarship students well to do families were actually saying that they were lucky to get the scholarships.

This is why we need to review and revamp so that the deserved can get our support. Why support the rich kids for scholarhips when their parents can pay for them. I know mine did, the good old MBF financing (MakBapakFinance) Sdn Bhd.

Masalahnya bukan PSD...PSD was established with good intention. But the administrator that reporting to the ministry including the ministry were the one causing all this confusion.
The Solution is to remove the current Gormen and revemped this ministry and make simple governance on qualification for this scholarship. No Color, No Race but we want to sponsor the best Malaysian...Make the Schole responsible for the application and approval for that student.

last week in parliament it was declared that 20,000 over malays/bumiputras were given scholarships to study overseas and 1200 about non-malays during the same period. you see you are an indian girl so i think that psd believes that your results are not to be trusted and the exams board must surely have made a mistake.
and if we keep complaining as far as umno is here i think more and more bumiputras will get 10A1s or even 30A1s or more and less and less of us will even pass the exams. the other day my friend was in sg buloh hospital at emergency section for severe heart pain. the doctor set up the apparatus to take blood and left. my friend watched the bottle become full with his blood and called out for help. someone else came and minta maaf and put another empty bottle and said that the other bottle had too much blood.

Poor students got rejected for scholarships, appear in newspaper. BN politicians appear and hand scholarships out as if they are God.

We are Malaysians then have to be grateful that there is such a caring party like BN.

Wait a moment. Don't we pay taxes? Aren't government of the people?

Same tricks in term of hawker licenses, TOL, etc etc.

I call it blackmail.

We, the rakyat, have our rights!

Don't blame the 'napoleons'. The existing Government created the policies. Civil servants merely followed the policies. If you want the policies changed, change the Government.

First of all congratulations Ms.Devi for being an outstanding student. Do not be frustrated. Singapore will offer U a full scholarship or check with the American Embassy. I have 2 relatives who were offered a place in S'pore & a friend's son a place in MIT, USA. My 2 relatives are now working in S'pore too & the job satisfaction is first rate. There are lots of other top class universities that have "genius" programs for smart kids. Checked with the Australian, British, Canadian embassy & by golly you are welcome with open arms to be with the best.

This is so so sad..... I had similar experience with the PSD a few years ago. My daughter also scored 10 A1 and 1 A2 in SPM and was invited for an interview which I went along. I took a day off and we practically camped at the college where the interview was held for the whole day because registration started at 8.30am but her interview was slotted for 4pm! Such a waste of human resources and time! Anyway, she came out of the interview full of hope and told me she did very well. Not surprising consider her being an active student with lots of extra curriculum activities in school, apart from being a Grade 8 piano and Grade 6 violin music major. She was confident she would be successful. But all her dreams were shattered by a very cruel one-liner on the webpage "Not Successful" when she checked a few weeks later. She managed to trace all the other 35 students in her group of interviewees. Said to say, NONE of the 30 odd Chinese students (some with 12 A1) was successful. Of the 4 bumis, 3 were successful while the sole Indian girl got the scholarship. I am still keeping the list in case anyone doubted my story. So, when my second daughter scored 11 A1 in this year's SPM, I told her not to bother to apply because we all know what would be the outcome.

Meritocracy? This Barisan Najis government is your worst nightmare!

My bro-in-law a medical doctor who deservely be a Rhodes scholar was pass over becos of race went on to be the Head of Dept in a world renown hospital in USA. Keep your head up.

Nothing new really...

I'm Malaysian Chinese and ex-JPA (PSD) scholar. During my time, there was a group of non-Malay JPA scholar who applied to switch to Medical from Engineering, but was told that scholarship for Medicine is reserved for Malays
only.

So, why the Menteri Kesihatan still complaining Malaysia is lacking of doctors?
Maybe can ask Dr Chua Soi Lek, ex-Health Minister in his blog titled
"On Malaysian doctors serving in overseas", http://drchua9.blogspot.com/

Why bother spending money and giving incentives to overseas Malaysian doctors,
when you can't even nurture your new would-be doctors ?


During my batch, there was also a batch of 10A1s students, who got rejected by
JPA, they only manage to get in, after they complained to DSAI during an award
ceremoney for these top achievers. That impresses upon me that DSAI is a fair
person. Unfortunately, the civil service is still ran on policies set by bigots.

Your scholarship has been taken by a newly minted Bumiputra from Sabah, a Sulu, whose father landed in Sabah in 1973, courtesy of Tun Mustapha.

He/she will take the scholarship, lucky if he/she passed and earned some degree. Otherwise, just makan angin a few years overseas.

Read today's NST. A student from Malacca has written in saying he scored 11A1's and has been involved in a host of extra curricular activities and yet he was denied a scholarship. My own niece also scored 10A1's and her applicayion was rejected as well. What do we non-Malays have to do to benefit from the very taxes that we pay faithfully year after year? I am just so so angry right now that I better stop writing before I pen something I might regret later. Bloody ****ing bastards!!

Many do not understand how the BN gomen departments work. I have been involving in many gomen departments in helping the needy. In many occasions, I was totally dumbfounded as to how the procedure works. Let me cite an incident - I went to an state education department to present a case for a needy student to be transfered to a school near his home as his low income parents are both working and he is slightly handicap physically. I was shocked when a clerk, a mere clerk, could make a decision to accept the application or reject it! I nearly fainted when the clerk, without even looking at the document, told me to forget about it. I found out later that this was quite normal; many a time because there was a bias towards an applicant (no need for me to mention about colours), the department clerks can at a stroke of her fancy, rejects whatever applications. That means your document won't even see the daylight, let alone be approved.

Try Singapore for they will offer you a scholorship. Their Minister of Health, Khaw Boon Wan was a former Penang Boy who was recruited by Singapore Public Service Commission. According to Mr Goh Chok Tong, he is the BEST Minister of Health that Singapore has ever had.

What do we have, Mr Chua Soi Lek and his likes. That's what has been happening to Malaysia all these UMNO years - a Brain Drain.

The PM gave an answer in Parliament about the number of scholarships but very few details were offered.

One suspects that most scholarship holders belong to the category that do not get called up for NS.

Instead of begging from PSD,.I would recomend Kamine,to apply for schlorship from some American foundation where they will fund you based on merit and not the colour of your skin,then you could work out of the country and if at All ABB or Najis comes for specialised treatment give them a dose of risin,.,They don't deserve to live.,.

Dear Malaysian students,

Don't bother about applying for PSD scholarships for medicine (and other professions) because UMNO has to ensure only the dumbest of the dumb get scholarships and go on to get dodgy degrees because it serves them well later on when these dumbkopfs come back to serve the government.

Here is a good example of how it serves them: when students die in the National Service, (which actually exists only to serve Najib's "many parties"), having good qualified well-trained and motivated doctors in the government service is detrimental because it may uncover gross negligence on the part of Najib's "many parties".

Spend your own money, put your money where your mouth is and send these students overseas. Redeem yourself before you meet your creator.

AAB now you know why there is such a thing called Brain Drain, this is the root cause of it. I bet you know it already but just wish not to do anything, because this indirectly helps thin out the non-Bumi population of Malaysia, it works well so why change it right?

I was studying overseas in the early 1970's & we have 3 Bumi students who were given 2nd chance in science. They failed their 1st yr twice and guess what? They came back to M'sia to do medicine. Unbelievable. Later on I got to know some prof's very well & they told me they have a headache whenever scholarships are given they are send low quality students & they have always voice this to our Ungku Aziz. The BN govt wants the M'sian people to be BODOH so that they can continue to steal.

I challenge Kah Ting and Samy Vellu to to extend the Olive Branch to the poor students if they are couragers enough. Test your strength and they are future leaders for your party. We have heard countless news like Kamine Devi. Year after year its the same. However, for the "citizens", they would qualify for scholarship easily. During my time, a few of my "citizen" friend qualified for overseas matriculation. Some of them failed and was sent for local degree program. Failed again and was downgraded for diploma program. And how many of us have tried but never given the chance!!!

Register as a voter as soon as possible when you reach 21 year old. You vote is important for the future of the country.

What makes u think that she will qualify even if she does well in STPM? Didnt u read the Parliment Q&A that 80% of students in local uni are bumiputras??? And i wonder what is the percentage like for elite courses like medicine, engineering and accountancy.

These ppl can do well in STPM, but their grades will be "competing" with the 1-year matriculation students, mainly malays. ask BN who prepares the exam papers for matriculation students? Ask BN who marks their paper?

How is it possible to compared matriculation with stpm? can i do south australian matriculation and enroll into university?

Kamine and all the SPM high acheivers...accept the fact, you and your knowledge are not needed in this country. do up a-level, apply for scholarship or take some loan. then run away from this country. you will be better off.

When the Hindraf 5 said that there is Ethnic Cleansing in Malaysia, everyone in BN sounded surprised. Well this rejection by PSD is another form of "Ethnic Cleansing" this is the real Ethnic Cleansing that they were referring to.

Our BN ministers are either extremely dumb or extremely clever, I think the latter is more appropriate. They prefer to act dumb and not act on such clear cut case of discrimination.

Kamine, if your parents voted for PAS, PKR or DAP, go ask the new Perak State government for support, lets see if they can put money where their mouth is. I bet they will NOT do anything because all politicians are like NATO (No Action Talk Only) after voting is over they easily forget what brought them to power.

Don't give up your dream Kamine you will get what you want if you push hard enough and push the right buttons. First step is petition your area MP for support, petition the state government. Publish that petition in blogs, let the world know that you will not be held victim of "Ethnic Cleansing" by the BN Government. I remember several years back a form six student of ethnic Indian background near the Ipoh area committed suicide because of PSD rejected his application, I wonder what MIC did for his family back then? Probably **** all. The news died away just like that young men, no one will care if you don't stand up for your rights an dmake yourself be heard.

The type of government in power today in Malaysia is exactly the same as the former South Africa's P.W Botha lead Apartheid Regime, only problem is our non-Bumi brothers and sisters are only now beginning to wake up and take notice what future they have squandered by their blind support for UMNO.

Time to rise up to the challenge and put a stop to this discrimination. I used PW Botha as example but to tell you the truth when Nelson Mandela came into power the reverse happened, blacks with no qualifications were getting jobs that they had no clue how to handle. I believe the SA government saw it right today to take meritocracy seriously however Malaysia is still stuck in May 13, 1969 fear mongerring era and I must say they got a very large number of placid Malaysians believing in them, that is what we must change now.

No more politics based on race or religion!

10 A1 is probably just above average nowadays.
My son obtained 12A1.
He didn't bother to apply for PSD scholarship.
He applied for Asean Scholarship - where meritocracy really counts.
His rationale: better be a mediocre among the best, than be the best among the mediocre.
PSD scholarships are mostly [sic] for the UMNO lackeys and suckers, and not those who MERIT them.
Do yourself a favour... aim higher.

This is the reward for excellence after 11 years of effort and:
(a) Being taught by illiterates (most of them) who still have time to make money from tuition.
(b) Having to write their names on exam papers, clearly a discriminatory device.
(c) Having to excel in the subjectively measured "extra-curricular activities".
Many of the so-called lucky ones are often offered courses in which they have no interest.

This is unfortunately very true in M'sia after having gone through this system many years ago. I did my STPM in the mid 90s and most of us who are in the Form Sixers are non-malays (especially in the science stream). It's like 90% or more. The school is one of the elite school in Kedah (you can count TDM as one of the alumni - not kidding you). Anyway, most of my Malay friends from SPM have left for either Matriculation and scholarships to study overseas(some even received 7-8 offers to choose from). It's good that they will receive good education. I have nothing against that. I'm consistently in the top 15 for the entire cohort and yet I did not receive a single offer. So, most of us ended up doing STPM. I managed to get an average grade and was given the opportunity to study in UKM (some applied physics, I remember). The funny thing is, one of my classmates, a malay who had obtained a grade R (almost fail) for one of her papers and the other grades were less than average, received a scholarship to study medicine in Australia.

But what about fairness? Don't give me those affirmative action crap reasons? What about us? We don't have any money to get good education. Many of us non-bumiputras are not rich like what the government like to claim to be. My dad is the only breadwinner and he earns less than RM3,000 as a civil servant. I think that's an outright discrimination and a like it or not it has been use as a wedge to systematically marginalized us through education (I know it's a strong language but that's the truth). I hear stories like this every now and then.

Anyway, I did not take up the offer in UKM and decided to take my chances in our neighbouring country (you know where). I was offered a place to study engineering in NTU (ranked top 50 in the World) and later continued to study in NUS (ranked top 20 in the World). My parents had to borrow money so that I pursue my dream. I'm now pursuing my PhD in States. Do you need the M'sian government to make you successful person? My answer is NO. Do you think I will come back to M'sia to work after obtaining my PhD? Go figure.

Girl, you should know by now that even if you get 20A1 there is no guarantee you'll get scholarship from the government. You are, my dear, a second class citizen! So try other avenue until you get...oops I forgot to mention my cousin went to MCA for help and he got a scholarship to do medical in INDONESIA....kah..kah..my cousin is a laughing stock now! Girl, make sure you get out of this country and migrate to another country where your race and religion don't matter only your intelligence and your character matter!!1Don't forget to bring your parents along ya!!!

If the PSD says otherwise, nothing speaks better than concrete proof, publish in the newspaper the accepted and the rejected applications together with their academic achievements and racial identity. To you dear Kamine, move on, seek assistance elsewhere, I am sure our nearest neighbour would be able to offer you a viable choice. Dear Kamine,

I would advise you to apply for the ASEAN Scholarship. I went down that route years ago and never regretted it. It opened a whole new experience for me, I subsequently studied in UK, have then worked in several different countries, and more importantly, you will probably find it more financially rewarding.

Doing medicine in Malaysia? Please don't, apply for scholarship in Singapore, India, US, and after completing your studies , works in that country in order to repay their deed.

Have you read how many cases regarding about carelessness,wrong prescriptions and wrongly diagnosed? How many died due to the hospital attitude

The Gomen can used up to RM100 mil in order to send a tourist to space by the taxpayer money to play YOYO and some ONMUputra even suggested that he do teh tarik. Please get assistance from foreign universities. Some American and Australian institutions will look into providing you with a scholarship.

Another approach is Ananda Krishnan's assistance, which is operated out of Brickfields in KL.

Another alternate solution is to seek for a scholarship in Singapore.

Do not despair.. I for one also share the same experience with you. I was a straight A student in SRP, SPM and STPM but alas I can't get a PSD scholarship whilst my schoolmates who fared worse but are from the chosen ethnic group got scholarships to pursue their study overseas. I recently met one of them in UH who is now a specialist in Hematology.

Please remember that countries like Singapore or Hong Kong or Australia will value your capabilities and capacity. Apply for ASEAN scholarships and bring forth your potential to Singapore and I am sure you will be duly rewarded.

This country is going down the drain with such practices. I am sad to see this but let's hope that things will change for the better when PR rules the country very soon.

Sigh! So sad to hear ur story, Devi. Good thing, u r now getting mountain lo*** of encouragement and support from all bloggers and writers. Everyone (All malaysians) is aware of this problem including BN, I m sure of.

Are they going to do something about it? Again we have to go thru’ the same ritual… non bumi politician go begging & pleading again to PM to instruct PSD to include these outstanding students for this year.

This is like the Chinese schools issue & the Temporary Occupation Licence (TOL) issue. BN for certain, will announce the goodies (allowing shifting of a few under-enrolled Chinese schools & extension of land lease another 30-60 years) before every GE.

My 4 nieces and 2 nephews scored excellent results in their SPM too. 2 are currently married to M’sian hubbies and working in Singapore. Another girl obtained ASEAN scholarship while the other girl obtained grant from US. The guys, not bad either, for they receive scholarships from Australia. Only 1 guy came back to serve Malaysia and the rest of them made their host countries, their new home.

Did they apply PSD? They are all reject cases too. Our loss, other country’s gain.
